Due to the continued shortage of qualified truck and bus drivers, this proposed rule would allow the SDLA (State Driver Licensing Agencies) to wave the CDL knowledge test for qualified veterans and active duty personnel.  Since 2012 the skills test requirement portion of the CDL has been waived to allow those qualified servicemen to more easily transition into civilian trucking and busing.

The other proposed rule is to extend the expiration date of the Commercial Learner Permit (CLP) from 6 months to 1 year, to ease the burden and cost on student drivers.
